From the heart of the city, property interests spilled to the suburbs and after gobbling them up, moved to adjoining districts. And desolate locations there which hardly could spur any interest among developers or builders till few years ago, suddenly donned the tag of prime spaces.That's the tale of Hyderabad. The development and construction activity that has been witnessed around the city was not without its own share of inconsistencies, important among them being the lack of infrastructure, approval authority and the fee structure. And after having almost exhausted the city and its immediate suburbs, the layout and construction activity shifted to outer corners.

Many a building activity ended up happening outside the purview of the Hyderabad Urban Development Authority, HUDA for short.It was against such a backdrop that the Hyderabad Metropolitan Development Authority was brought to the fore. The body was recently launched by Chief Minister Y.S. Rajasekhara Reddy who chose to describe it as a historic moment. The authority, heassured, would ensure uniform development, put right infrastructure in new and emerging spots and truly herald the city's arrival on the global map. Its sway The new authority has a wider jurisdiction, almost double to that of smaller States such as Goa. It ranks among the top in terms of area covered. With the primary and immediate objective to enable preparation and notification of a Master Plan for the extended areas, which presently have no such plan, it has several mandals from adjoining districts brought under its gamut.

"There is a lot of growth in areas that were outside HUDA jurisdiction and in absence of a Master Plan to follow, it appeared to be heading for a chaotic development. Once a right and proper Master Plan is in place, it can be a regulated growth for the coming decades," an official with HMDA pointed out.Since the Outer Ring Road promises to propel the real estate activity beyond what can be imagined, the focus in the comingyears is going to be on the areas abutting it. "It is going to be a big challenge to regulate the growth in the absence of uniform planning and a single authority," concede a developer. Development of road network and land uses for expanded areas, facilitate balanced development of infrastructure and better integration of sanctioned projects happen to be the mandate. The HMDA is also expected to initiate the work towards mapping of the jurisdiction with the help of satellite images. Challenge ahead The biggest challenge is going to be the task of regulating and controlling developments through statutoryplans and other measures. The constituent areas of the expanded jurisdiction apart from 16 mandals of Hyderabad district will also include 10 mandals of Medak, 22 of R.R.district, two of Mahbubnagar and four of Nalgonda district.

The growth has been phenomenal. The boundaries have stretched far and wide in ever-widening circles. The suburbs merged with the city and fresh lines have got drawn.
